Management of Donor Programmes
WillPower has been involved in the management of donor programmes. The company was indeed formed out of the desire to create capacity in Small and Medium Enterprises for the then DfID's programme on SMEs. The programme dubbed Mwezi Kali sought to instill business management skills in employed people so that they can start sustainable businesses to which they could retire. It also sought to promote business management skills that are focused on the market and local resources in what was then referred to as business growth.
WillPower has been in the forefront to fight for justice in the provision of donor support to development programmes, that seem to only empower research, to the detriment of what they are intended to achieve - development assistance. A growing number of development support institutions are slowly realizing the danger of branding as "development assistance" windows of job creation for their people who only learn the wrong way that they should not do things, repatriate to their home country most of the funds donated as developmental assistance as salaries, then leave the development country with a pile of ‘Lessons Learned'.
WillPower's development model is based on the Value Addition and Cottage Industries Development (VACID-Africa) and relies on local people who are empowered to create wealth in their locality, consume their produce and sell the supply through market linkages where possible through WillPower's developed institutional infrastructure that lacks in most developing economies. As an African initiative, VACID - Africa is designed for domestication to create a genuine development paradigm for those development partners keen in seeing results from their social investment. The most beneficial aspect of WillPower's approach is to use technology, which for a long time has eluded many development researchers and thinkers.
Today WillPower is a partner to a consistently growing number of development institutions that are keen to see achievement of tangible development parameters, among which are:
• The United Nations Development Programme (UNDP)
• The United Nations Industrial Development Organization (UNIDO)
• The German GTZ and DED and
• Swedish Cooperative Centre
Where poverty abounds, the level of wealth creation by the individual or business is limited to the resources that can be put available for investment. The so-called Foreign Direct Investments (FDIs) become vogue in policy dialogue end up with an undesired impoverishment of the same economies where the investment was expected to offer a solution. Indeed there are no two options to development for the under development, there has to be the creation of local wealth through savings by institutions, individuals and their governments. To achieve this, mobilization of local resources is the answer. In impoverished economies one only needs to look at the performance of the religious institutions, which rarely rely on donations, yet they keep building and acquiring assets.
Mobilization of community investment requires either the linkage of what the communities produce locally, even if it is only labour, and identify how there can be value addition on the same for export, sale, or barter exchange, with another community that has what the community in question would seek to have in return.
It is from this effort that the VACID initiative was started by WillPower to help identify sectoral strengths in places where communities reside and how such strengths can be harnessed for local development. We believe in exploitation of local knowledge, which is then fused or integrated to external developmental thinking of trainers to create a goal-focused development.
Our current development programmes, which continue to grow in number, as the government and donors continue to realize the potential of working through WillPower, include:
• The creation of community owned but WillPower managed WED-Africa microfinance
• Creation of VACID - Africa the initiative that seeks to create cottage industries to produce and market industry based products from a given locality
• UNDP/GoK/UNIDO supported programme that uses local institutions to create Demonstration and Production Centres that promote production incubation centres for communities
• Promotion of other partnerships with churches and other informal community groups
WillPower maintains a core team of resourceful trainers that are also consultants in other disciplines. This is indeed in line with what we promote our partners or associates to be. We ensure that they are involved with the value addition knowledge required to change the communities where they work, but they also are expected to be skilled in financial management and entrepreneurship. Given that some of these skills are acquired only through practice, we have a well-designed programme of Training of Trainers who undergoes the necessary training, induction and backstopping support expected by the community programmes they are deployed to support.
Being local people in the programmes areas, they have a passion for the community and will do all they have to do so that their involvement does not reflect in terms of financial benefit per se but also in terms of their contribution to their communities.
Consultants and Associates
As a consulting institute that relies on the presence of short-term consultants, WillPower nurtures network relations with consultants. Some will be retained for long-term association as associates while others are employed on a fulltime basis.
We are associated with the institute of Business Advisors and the Institute of Management consultants whose institutions we have helped to initiate and develop in Kenya. We are associated with all institutions that promote the nurturing and availability of human resources for deployment in development programmes.
